Error Probability Bounds for Gaussian Channels Under Maximal and Average Power Constraints

This paper studies the performance of block coding on an additive white Gaussian noise channel under different power limitations at transmitter. New lower bounds are presented for minimum error probability codes satisfying maximal and average constraints. These tighter than previous results in finite blocklength regime, yield a better understanding structure good limitation. Evaluation these short moderate blocklengths is also discussed.
